South Korea and Japan Comfort Women Deal

So yesterday it was reported that Korea and Japan had reached a deal for compensation of WWII sex slaves.  Japan will setup a fund of one billion yen for potential payments to women and families of women who were used as comfort women for Japanese soldiers during the war.  Part of the deal requires that South Korea will refrain from publicly criticizing Japan over this issue.  South Korea considers the issue irreversibly closed.

Nothing about this deal seems like any sort of actual acknowledgement or sincere apology.  This seems a case of diplomatic defeat of South Korea by Japan.
